Research and
Development Support for Seaport-e
Description of Functional Area Support
This
functional area consists of supporting the
development and application of scientific
and analytical disciplines to conduct
fundamental research; scientific study and
experimentation directed toward advancing
the state-of-the-art or increasing knowledge
or understanding; concept formulation;
assessment of system and subsystem
requirements; development, analysis, and
evaluation of concepts, technologies,
systems and subsystems; and development of
operational concepts and tactics with the
end goal being the application of results to
developing new or improving existing
warfighting capabilities. This effort may
include manning, operating, and maintaining
test support craft and experimental vessels
in the open ocean or restricted waters to
support tests.
Relevant Team Experience
HTA has supported U.S. Army R&D efforts
associated with the Future Combat Systems (FCS)
program for the last eight years. Our work
included analysis and evaluation of system
of systems, system, subsystem, and component
operational requirements; correlation of
system, unit, and force-level operational
requirements with the capabilities and
characteristics of proposed technologies;
and analysis and evaluation of the original
18 networked FCS ground, airborne, manned,
and unmanned systems. HTA assisted in
developing Key Performance Parameter (KPP)
evaluation metrics and study plans for the
FCS Analysis of Alternatives (AoA). We
developed analytic methods that allowed
customers to better understand the
operational impacts of low- and high-energy
lasers, electronic countermeasures,
hard-kill active protection systems, and
network-centric operations. The
Under-Secretary of the Army for Operations
Research and Commander of the U.S. Army
TRADOC Analysis Center (the agency
responsible for Army AoAs) recognized HTA
for the quality of its FCS support.
