Founded in 1999 by
William D. Horton,
Horton Technical Associates, Inc., (HTA)
has, for the past seven years,
supported the U.S. Army at Aberdeen
Proving Ground,
Maryland. In our support efforts, we
leveraged the talents of our senior
staff to help our client achieve
Army-wide recognition for their
products. Some of the highlights of our
support were:

Development of a system-level
configuration management document that
was adopted by the Army as a primary
reference for the Future Combat System (FCS)
program;
·
Independent studies and operational
analyses of high energy laser technology
applications that our client published
as their own technical notes;
·
Independent Verification and Validation
(IV&V) of a third-party software
development effort;
·
Design
and development of innovative system and
process analysis tools that
significantly reduced the time to
conduct internal studies; and,
·
Design,
development, deployment, training and
support of integrated system performance
analysis software that was accredited by
the Army to support test and evaluation
of manned ground vehicles in the FCS
unit of action.
HTA was selected as one of the top forty
fastest-growing high technology
companies in the state of New Mexico in
2005 and 2006, and our software was a
finalist in two different categories for
the 2005 New Mexico Information
Technology Software Excellence Award
competition in 2005.
We have also received commendations from
the Deputy Under-Secretary of the Army
for Operations and the commander of the
US Army
Training
and Doctrine Command (TRADOC)
Analysis Command (TRAC) for the quality
of support provided to the Future Combat
Systems (FCS) Analysis of Alternatives (AoA)
study effort.
In 2005 HTA was selected as a protégé
company in the highly competitive Sandia
National Laboratory Mentor/Protégé
Program.
In 2006, we received our Dunn and
Bradstreet Past Performance Evaluation.
This independently developed appraisal
was based on a survey given to key
managers within our customer’s
organization. Our score of 96 reflects a
strong sense of customer satisfaction
with our products and services.

HTA
offers the technical expertise of
individuals whose credentials exceed
those of most companies. Within our
team, 33% of our employees have Ph.D.
degrees and 50% have MS/MA degrees. We
are constantly looking for high-quality
engineers, analysts, and scientists to
join our team as employees, consultants,
or contract employees.
HTA’s
technical staff averages 32 years of
experience in research development,
technical and operational analyses and
evaluations, operations research,
software engineering and development,
and modeling and simulation.
A
Commitment to Quality
HTA has
clearly demonstrated its ability to
provide high-quality products and has
made a corporate commitment to quality
processes. The company is currently
enrolled in the State of New Mexico’s
ISO 9000:2000 program and has developed
a Quality Management System (QMS) that
is compliant with the ISO 9001
international quality standard; we
expect QMS certification in 2007.
HTA is
also compliant with the Carnegie-Mellon
Software Engineering Institute’s
Capability Maturity Model Integration (CMMI)
Level-3 process model for systems
engineering and software engineering.
HTA is a
Six Sigma company, and we demonstrated
Six Sigma quality in our software
development processes in May 2006. The
company’s president is a Six Sigma Green
Belt and is completing his Black Belt
program; he expects to receive
certification as a Six Sigma Black Belt
in March 2007.

complement the skills of our team, HTA
maintains technology agreements with New
Mexico State University (NMSU) and the
University of Texas at El Paso (UTEP).

institutions (Hispanic-serving), and
ranked by the Carnegie Foundation in the
